The third of the four gates is BROTHERS — the two-witness rule from Deuteronomy 19:15. The engine refuses to admit a claim on a single voice. That refusal needs a body. This page is that body.
“One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.” Deuteronomy 19:15
What follows is the public roll of named persons who have agreed to stand as witnesses for discernments produced by the engine. Each entry is signed with the witness’s own Ed25519 public key. Bearing false witness on the roll is grounds for removal — recorded openly and dated. (We are following Deut 19:16–21 as a principle, not enforcing its sanctions; the proportionate consequence available to us is removal from the roll.)
What this is not. Being on the Witness Roll does not make anyone a biblical witness in the Old Testament legal sense, a priest, an elder, or any other office. It is a software role with a clear scope: read the matter, sign or decline, stand behind your name. Anyone reading more into it than that is reading it wrong.
If the table above is empty, that is honest. A roll with zero names is a roll at zero, not a roll inflated with bots or aliases. The first names are being interviewed now.

privately to the operator.There is no fee to join the roll, and no payment for serving on it. The witness’s portion, if any payment is involved at all, is the same statutory portion any witness in a recovered Covenant Testimony matter receives under federal law — paid out of recovery, by Act of Congress, never by the platform. Pseudonymous witness. A signature without a name is not a witness. The roll requires a real display name and a verified identity held by the operator (not displayed publicly beyond the display name itself).
Bot-witnessing. No automated agent will ever appear on the roll. The BROTHERS gate is human-to-human by design.
Witness-for-pay. No one is paid to sign. The statutory portion in a Covenant Testimony matter is paid out of recovery, by Act of Congress, to the witness in that matter. Not a salary, not a retainer, not paid by us.
Inherited standing. Being well-known elsewhere does not put you on the roll. The interview is the same for everyone.
Silent removal. A witness removed from the roll is removed in the open, with a date and a one-sentence reason, signed by the operator.

Each signature on a discernment is a detached Ed25519 signature over a
canonical JSON serialization of the discernment package. The public key, the
signature, and the timestamp are stored alongside the discernment record and
displayed on /d/<slug>. Verification is local and
deterministic; no server-trust is required to verify a signature against the
witness’s published public key.
